Ability to turn off unsubmitted reviews from being logged as a review

Currently, if someone I requested to leave a review clicks on a Star rating but doesn't officially submit the review, it's still logged as a review.

I would like to be able to turn that off so that it's not logged as a review unless they hit the Submit Review button.

I believe that there are some people who will click on a star rating, but then decide to either not leave a review, or they will decide to come back to it later.

I had a real-world example where someone I requested a review from clicked on the "1-star" rating in the email which then pre-selected the 1-star rating on the website, but she didn't have time to leave a proper review so she decided to come back to it later. But it confused me because it logged it officially as a 1-star review, even though she confirmed she didn't mean to leave a 1-star review.
